CalWORKs and the Welfare to Work Program

CalWORKs provides temporary cash assistance for needy families.  Eligibility Workers determine initial and on-going eligibility for cash assistance.  Unless exempt, parents and caretaker relatives are required to participate in Welfare to Work activities.  Employment and Training Workers provide Welfare to Work case management services, which include referrals for education, training, and jobs, as well as supportive services – child care, transportation, and other services needed for work and training activities.

Cal-Learn
Cal-Learn is a special CalWORKs program for parenting or pregnant teenagers who have not earned a high school diploma or its equivalent.  Case management services and supportive services (child care, transportation, school supplies) are provided to these parents to encourage them to stay in school or return to school until graduation or earning a high school equivalency certificate.  Teen parents earn bonuses for successful participation.  Cal-Learn case management services are provided by a Welfare to Work Employment and Training Worker who is located at the Colusa County One-Stop Partnership, 570 – 6th Street, Williams.

Food Stamps

Eligibility Workers determine initial and on-going eligibility for Food Stamps.  Some people who receive Food Stamps also receive CalWORKs cash assistance.  To remain eligible for Food Stamps, most recipients must complete and submit a Quarterly Status Report.

People on CalWORKs cash aid and Food Stamps now use a 3-month (“quarterly”) report to list income and household changes.  For CalWORKs cash aid, the amount of income that would make a household ineligible for aid is called the “Income Reporting Threshold,” or “IRT.”

CalWORKs Cash Aid/Food Stamps – Electronic Benefit Transfer (“EBT”)

Food Stamps:  Food Stamp benefits are issued to the recipient’s EBT account.  To access benefits, the Department of Health and Human Services issues each client an EBT Golden State Advantage card. This card is like an ATM card.  It can be used to buy food using Point-Of-Sale – POS - machines at grocery stores that are approved to accept Food Stamps.

CalWORKs Cash Benefits: Cash benefits are issued to the recipient’s EBT account.  The Department of Health and Human Services issues an EBT Golden State Advantage card to the payee for each CalWORKs case.  The EBT card can then be used to get cash from ATMs (automated teller machines) and POS machines at participating grocery stores.

Medi-Cal

Medi-Cal is California’s Medicaid health care program. This program pays for a variety of medical services for children and adults with limited income and resources. Medi-Cal is supported by federal and state taxes.

There are two basic categories of Medi-Cal:

  1. Public Assistance Medi-Cal, which is for individuals and families who receive cash assistance (CalWORKs, SSI/SSP), and
  2. Medi-Cal for individuals and families not receiving cash assistance but who are eligible for a variety of special Medi-Cal programs, including:
  3. aged, blind, and disabled patients
  4. long-term care patients
  5. pregnancy services
  6. services for newborns
  7. cervical cancer patients
  8. breast cancer patients

CMSP (County Medical Services Program)

CMSP provides access to medical services for low-income persons who are not linked to the federal Medi-Cal program.  Colusa is one of 34 counties in the CMSP program.  CMSP is supported by county and state funds.

General Assistance

Needy residents of the county who have no means of support may be eligible for limited financial assistance through the General Assistance program.  Applicants and recipients of General Assistance who do not have a verified physical or mental disability are referred to a work crew.  Applicants and recipients having substance abuse problems will be referred to a substance abuse treatment program.

Grant-Based Emergency Housing Programs

Colusa County participates in a tri-county (Colusa, Glenn, Trinity) consortium administered by the Glenn County Human Resource Agency’s Community Action Division to provide homeless assistance under three separate grant programs.  These programs can provide limited emergency shelter and rental assistance.  Emergency housing assistance is made through vouchers and payments since Colusa County does not have a homeless shelter.
