What is Public Authority?

Public Authority is a public agency whose purpose is to improve In-Home Supportive Services in Colusa County.  The Public Authority is mandated by state law to work in conjunction with Colusa County’s In-Home Supportive Program.  The Colusa County Board of Supervisors established the In-Home Supportive Services (IHSS) Public Authority as part of a Continuum to help the elderly / or disabled adults and disabled children (consumer) remain in their own Homes with support of In-Home care from care providers.

The Role of the Public Authority:

• Recruits Independent Providers for our Registry
• Match Consumer and Providers
• Check the IHSS Homecare Providers background and qualifications
• Provide training to Providers to increase their skills

Providers/ Registry:

The Registry is run by the Colusa County Public Authority and provides a referral list of screened Providers to IHSS consumers who want to hire a worker to provide them with personal care or household Assistance.  Potential providers complete an application, provide references, complete an eligibility form to

Work in California, sign permission for the registry to conduct a criminal background check, fingerprint

And attend an intake orientation meeting.

Consumers:

IHSS consumer may hire whomever he/she chooses as the provider.  The IHSS consumer is the employer and is responsible for hiring and directing the work in the home.  The provider can be a family member friend, neighbor or anyone the consumer chooses.  If a consumer does not know anyone to hire, the consumer can contact the Public Authority to obtain a list of potential care providers. 

As the employer of record for IHSS providers, the Public Authority negotiates wages and benefits for IHSS providers, provides registry services to assist IHSS consumers in finding care, and provides access to training for IHSS consumers and providers.  The Address and Telephone number for the Colusa County
